Some might like to make money off fanworks. Some fanworks might be commercially viable & legal--like The Wind Done Gone. But I fully agree that the vast majority don't, and that a big part of the reason fanfiction is legal is that it doesn't compete economically with the original--a single work that wanted to be sold, would be facing a different and stricter evaluation of its transformative nature.
And as I understand it, OTW is not campaigning on behalf of those fanworks.
