This is something we'd need to discuss with the Open Doors Committee, but it might be problematic, partly just because the extra activity might put as much load on the site as would be created by simply giving the 'refugee' users their own accounts.
More generally, we've been trying to look at ways to keep an open hand to 'refugee' users who need accounts, as helping people in this kind of situation is one of the main parts of the AO3's purpose. It's been tricky, because the performance issues (created partly by the unexpected expansion related to those new users) has meant we've had to be very conservative about giving out invitations. Once the site stabilises more we'll have some more options.
In the meantime, I'll pass this idea along to Open Doors for them to feed into that conversation and figure out whether it is feasible. Thanks!
